About this scholarship

What this award covers and who it is designed to support.

Provincial Government Scholarship is a province‑level merit‑based scholarship, funded by individual provincial governments in China. It supports full‑time non‑Chinese international students pursuing bachelor, master or PhD degrees at universities within that province.
There is no single nationwide central website. Applications are handled through the host university’s international student admission system, together with your degree application.
Recipients cannot receive CSC Chinese Government Scholarship simultaneously. Renewal is subject to satisfactory academic performance each academic year.

Eligibility

Who can apply and what academic or personal criteria you need to meet.

Nationality: Non-Chinese nationals in good health.

Age Limits:

Master’s applicants: Under 35 years with a Bachelor’s degree.                                     

Doctoral applicants: Under 40 years with a Master’s degree.

Language Proficiency:

Chinese-taught programs: HSK Level 4 with ≥210 points OR proof of Chinese instruction in a previous degree.                                   

English-taught programs: English Proficiency Certificate OR IELTS.

Before applying you have to prepare the following documents to proceed with the application.

  • Passport Front Page (Valid for 1 year at least)
  • Highest Degree Notarized (If you are applying for a master’s degree you need a bachelor’s degree, if you are applying for PhD degree you need both a master’s and a bachelor’s degree)

Note: If your degree is not completed yet, you need HOPE CERTIFICATE from your university.

  • Transcripts Notarized (If you are applying for a master’s degree you need a bachelor’s degree, if you are applying for a PhD degree you need both a master’s and a bachelor’s degree)
  • Research Proposal (PhD) or Study Plan (Master’s)
  • Motivation Letter (Required by some universities)
  • English Proficiency Certificate
  • Two Recommendation Letters (by Associate Professors at least)
  • Foreigner Physical form
  • Police Clearance Certificate

What is covered

Tuition, living costs, and other expenses included in this award.

Covers all majors offered for international students at participating local universities.
Some provinces give slight priority to local‑development‑related fields (engineering, tech, business, agriculture). No hard field ban from the scholarship rule itself.
