- Must be a citizen or permanent resident of a Commonwealth country other than Canada (Canadian citizens ineligible).
- Outstanding academic record; typically holding or applying for a relevant Master’s or PhD program.
- Accepted or applied for at a Canadian academic institution.
Required to be nominated by a designating nominating agency in the home country (often Ministry of Education or similar).

What is covered
Tuition, living costs, and other expenses included in this award.
The scholarship includes coverage for:
- For short-term awards (4–6 months):
- CAN $7,500 for four months
