Most important things you need to do in Italy as a new resident

Note: This document is only for guidance and information. You may have a different experience in any office. Rules may change with time.

1. Mobile SIM:

Get the SIM as soon as possible after your arrival. The cost of the monthly package is around 7 to 12 euros depending on the package and company and plus a 10-to-15-euro SIM cost (one time only). Normally Vodafone, TIM, and Wind provide minutes to call directly in Pakistan.

2. Codice Fiscale:
   You can apply it directly at Agenzia Delle Entrate office and you will get it on the same day. If there is no COVID-19 protocol then you can go any day otherwise you have to book an appointment via email or APP. Carry your original passport, copy of passport, visa, admission letter, and filled AA4/8 module. You can get the module online or from Agenzia Delle Entrate office. You can start the process of Codice Fiscale through your university’s International Office while you are in Pakistan. This is the basic document that you will need almost at every office.

3. Permesso Di Soggiorno (Residence Permit)
   Step-1: First you have to get a yellow kit from the post office, fill it and submit it to the post office.

   You should have your original passport, copy of the passport, visa, university letter, and codice fiscale at the time of submission. If you are applying for renewal then you should carry your current permesso di soggiorno in original with you. You need a Marca di Bollo (cost 16 euro) that is available in the Tabacchi shop and a fee of around 102 euro. You will get an appointment for fingerprints at Questurra. They will give you a receipt and an appointment letter. If you get a delayed appointment then your professor or international office can help you in getting an early appointment. But first, you have to complete step-1 by yourself.

   Step-2: Reach the Questurra on appointment day as soon as possible. Carry your original passport, receipt and appointment letter that you receive from the post office, 4 passport size photos with white background, health insurance or health card (the travel insurance that you used for visa processing is applicable here in the first year), copy of the passport, visa, university letter, residence documents, and codice fiscale. After fingerprints, you will receive a receipt and keep it safe.

   Step-3: you can track the status of your permesso do soggiorno at (https://questure.poliziadistato.it/stranieri/) and when it gets ready you can book an appointment

for collection. Normally the website for collection appointments is mentioned on the receipt that you receive after fingerprint. On collection day, carry your original passport, previous permesso di soggionro (if it’s not your first one), and receipt. The collection time is normally between 14:30 to 17:00.

4. INPS Registration (for Students on scholarship)

A certain amount of tax (social security contribution) is being deducted from your monthly payment and is credited to INPS. You can get this amount back in form of a pension in case of unemployment after the completion of your degree. For this, you need to register yourself on Gestione Separata. Here is the procedure.

Step-1: First you need to get PIN from INPS. You can go directly to the nearest INPS if there is no COVID-19 restriction. Otherwise, you can book an appointment by calling 06164164 or through INPS app. You need to know your codice fiscale, mobile number, and area code while making an appointment.

Step-2: you need to carry your original passport, copy of the passport, visa, university letter, and codice fiscale on appointment day. They will give you 16-digit PIN. The go to INPS website and log in using your codice fiscale and 16-digit pin. You will get a new 8-digit pin that you can use for login afterward. On the following page, you will see your data, mobile number, and email ID. Check all data carefully and proceed next. You will receive security codes both on email and mobile. Enter these codes and move forward and the process will be completed.

Step-3:

Search Gestione Separata at INPS home page and click on ‘Gestione Separata Iscrizione’

• -  Then select ‘’ se stessi’’ and click on button ‘’Avanti’’

• -  then check your data and click on the button ‘’Avanti’’

• -  then chose ‘’parasubordinaroio’’

• -  then select the start date of your Ph.D.

• -  Then enter your mobile number and email id.

• -  Click on the button ‘’CONFERMA’’

• -  Check data and click on the button ‘’INVIA’’

• -  Process is complete and you can download the pdf by clicking on the button

  5. Bankaccount:

  Normally it is difficult to open a bank account without a residence permit. One solution is to visit as many branches as possible and try your luck if you don’t have a residence permit. Otherwise, your prof or Italian colleague or international office can help you to open a bank account without a residence permit. You can use an online bank account like Wise, N26, and Revolut to receive your scholarship.

  6. ISEE:

  ISEE is a document that indicates your economic condition and it helps you to get benefits in different cases (scholarship, transport card, different bonus, etc). ISEE is valid until 31 December of each year and you have to make a new ISEE every year.
  You can apply for ISEE at any CAF office by carrying your original passport, copy of the passport, visa, university letter, residence document, and Codice fiscal. You can also make ISEE yourself online at INPS website you have login credentials.
  There are different types of ISEE but a student mostly needs ISEE for university purposes.

7. Residenzia:

Once you have received your residence permit then you can apply for Residenzia at your nearest Comune. Some Comune also permits you to start the process with the receipt that you receive

after fingerprints but not all.
If the house contract (the contract that is registered in agenzia delle entrate) is in your name then you can apply by yourself. If the contract is in someone else name then you have to carry that person with you.
If the owner has given you Ospity but not the contract then the owner has to go with you to Comune.
Take your original passport and residence permit, copy of the passport, visa, university letter, residence document, and Codice fiscal with you.
Once they entered your data, a policeman visits your residence after a few days. After the police visit your residenzia is available online on the Comune website and you can also get it from the Comune office.

8. CartadiIdentita’:

Once your residenzia is read, you can apply for Carta di Identita’ at the same commune where you applied for residenzia. Take all documents plus a passport-size photo with you and the fee is around 23 euros. You can collect the document after 10 days from the same office.

9. Tessera Sanitaria (Health card):

It is also difficult to get a health card without a residence permit but you can try at your nearest ASL. Once you have a residence permit then you can visit your nearest ASL and carry your original passport and residence permit, a copy of the passport, visa, university letter, residence document, and Codice fiscale with you.

10.Transport Card:

There are many transport services in the region Campania. Students can get discounted annual cards depending on their degree, age, and ISEE. Details about each type of card can be found on UNICOCAMPANIA website (https://www.unicocampania.it/). Annual transport card for Ph.D. students aged less than 35 years and having ISEE value less than 35000. Unicocampania normally starts issuing free cards from September-October until February-March. It’s better to check deadlines all the time. Necessary documents are: University letter, current residenzia, Carta di Identita’, tessera sanitaria, ISEE, codice fiscali and passport.

11.SPID:

SPID is a very useful service that allows you to access different websites like INPS, Comune, and Prefeturra without having separate login credentials. At the moment, you need to have Carta di Identita’ to apply for it. There are many service providers that issue SPID ID but Poste Italia is one of the services. The fee is 12 euros.

12.PEC email:

PEC is a type of email that is considered equivalent to registered mail in Italy. It allows you to communicate with many national institutes like Questurra more effectively. You can make it through any service provider. One of them is Arubia.it and their annual fee is around 9 euro.

General Rules:

-Carry all your documents while visiting any office.
-If some task is not done on one day just try it another day. Remember here rules change from region to region, city to city even person to person. You just have to keep trying and every problem eventually will be solved.
