Who can apply and what academic or personal criteria you need to meet.

1. Be non‑Chinese citizens in good health.

2. Be degree‑seeking international students admitted by higher‑education institutions in Shanghai.

3. Age requirements:

◦ Bachelor’s program: under 25 years old, hold high‑school graduation certificate.

◦ Master’s program: under 35 years old, hold bachelor’s degree.

◦ PhD program: under 40 years old, hold master’s degree.

4. Possess good academic performance.

5. Satisfy the language requirements set by the host university for your major:
‑ Chinese‑taught programs: generally minimum HSK‑4.
‑ English‑taught programs: meet university English test criteria (IELTS / TOEFL etc).

6. Cannot receive other Chinese government‑funded scholarships at the same time (e.g. CSC Chinese Government Scholarship).

7. New freshmen and continuing students are both eligible. Renewal for existing students depends on annual academic review.

1. Applicants must be foreign nationals, be in good health, and apply to a higher education institution in Shanghai.

2. Academic and age requirements for applicants:

- Applicants to undergraduate programs must have a high school diploma or higher and should generally be 25 years old or younger.

- Applicants to master's degree programs must have a bachelor's degree or higher and should generally be 35 years old or younger.

- Applicants to doctoral degree programs must have a master's degree or higher, demonstrate a certain level of academic ability, and should generally be 40 years old or younger.

- Applicants to undergraduate preparatory programs must have a high school diploma or higher, have received a pre-admission notice for undergraduate study from the admitting university, and should generally be 23 years old or younger.

Categories and coverage

The Shanghai Municipal Government Scholarship for Foreign Students is divided into two categories: A and B.

Category A Scholarship (Full Scholarship):

Covers tuition, accommodation, living expenses, and comprehensive medical insurance fees for the duration of study, applicable to undergraduate, master's, doctoral, and undergraduate preparatory programs.

Category B Scholarship (Partial Scholarship):

Covers tuition and comprehensive medical insurance fees for the duration of study, applicable to undergraduate, master's, and doctoral studies.

Note 1: Classification 1 includes philosophy, economics, law, education, literature, history and management; Classification 2 includes science, engineering and agriculture; Classification 3 includes medicine and the arts.

Note 2: Scholarship recipients enrolled in undergraduate preparatory programs shall receive funding at the Category A rate for Classification 1 undergraduate programs.
